Oregon: Starlink and Comcast miss the BEAD contract deadline, leaving 48,631 satellite locations unsettled

Nearly half of Oregon's funded locations were assigned to Starlink. Without a signed contract, no provider is committed to them yet, and the state hasn't said what comes next.

Key takeaways
  • By the Sep 18, 2026 deadline, Oregon had signed final BEAD contracts with 15 subgrantees.
  • Comcast and Starlink didn't sign by the deadline, the Oregon Broadband Office says.
  • Starlink held 48,631 locations in Oregon's approved plan, 46.4% of its 104,654 BEAD locations.
  • The office says it will work with the companies and NTIA on next steps; no decision had been published as of Nov 4, 2026.
  • The office says most Oregon BEAD projects won't begin until late 2026.

By Oregon’s Sep 18, 2026 deadline, the state had signed final BEAD contracts with 15 subgrantees. Two awardees didn’t sign: “The two companies that did not sign by the deadline are Comcast and Starlink,” the Oregon Broadband Office says. Starlink held 48,631 locations in the approved plan, nearly half of the state’s total.

What changed

Oregon’s approved BEAD plan covered 104,654 locations, according to NTIA’s overview: 54,895 for fiber (52.5%), 48,631 for low-orbit satellite (46.4%) and 1,128 for fixed wireless. In the state’s approved project files, all 48,631 satellite locations went to SpaceX’s Starlink, across 205 projects.

With the deadline passed, the office says it “will continue to work with the companies and NTIA to determine next steps.” As of Nov 4, 2026, no decision had been published.

It’s the second reshuffle this year. In July 2026 the state said four original awardees had declined 15 projects (13,381 locations) before a June 10 acceptance deadline. Five providers took nine of those projects (8,187 locations), and Amazon Leo took the remaining areas (5,192 locations). Those reassignments were preliminary and pending NTIA approval at the time.

Who it affects

  • Households at Starlink’s 48,631 BEAD locations: the plan funds these locations, but no signed contract commits a provider to them yet.
  • Households in Comcast’s BEAD areas: the same uncertainty. A location count for Comcast’s awards wasn’t found.
  • Households in the 15 signed projects: a provider is under contract. The office says most projects won’t begin until late 2026, and the approved project list estimates every project finishing by Feb 1, 2030.

What to do now

  1. Check whether your address is a BEAD location on the Oregon Broadband Map, which has a “BEAD Locations (12/16/25)” layer and an address search. That layer predates the July reassignments and the September deadline, so it may not reflect either.
  2. Watch the Oregon Broadband Office’s BEAD page for the decision on the unsigned awards.
  3. If your location was set for satellite, don’t assume a sign-up process exists yet. Ask the office how funded locations will sign up before you buy equipment for it.
  4. If your home doesn’t show up at all, start with the FCC map and its challenge steps.
